PM VIKAS Scheme of Ministry of Minority Affairs

Himachal Pradesh University (HPU), Shimla, has achieved a significant milestone by securing a prestigious project under the PM VIKAS (Pradhan Mantri Virasat Ka Samvardhan) Scheme of the Ministry of Minority Affairs, Government of India. This initiative is aimed at promoting skill development among minority communities and enhancing their employability through industry-relevant training programs.

HPU has been sanctioned a grant of ₹79,70,475 for the implementation of this project. The scheme focuses on providing structured, high-quality skill training to 300 students belonging to minority communities, thereby equipping them with practical competencies aligned with current market demands.

Objectives of the Project

• To empower minority youth through demand-driven skill development programs
• To enhance employability and self-reliance among beneficiaries
• To bridge the gap between academic learning and industry requirements
• To promote inclusive growth and equal opportunity in skill education

Training Programs Offered

Under the PM VIKAS Scheme, the University will offer training in the following job roles:

• Solar Photovoltaic Site Survey Assistant
• Solar PV Module Manufacturing Technician
• Certificate in Accounting Technicians (CAT)

These courses have been carefully selected to align with emerging sectors such as renewable energy and financial services, ensuring better employment prospects for trainees.

Project Implementation and Structure

The project will be implemented through a structured framework that includes classroom instruction, practical training, and assessment, in accordance with national skill qualification standards. Following team members are working for the effective implementation of the Project.

MoU Signing and Collaboration

The Memorandum of Understanding (MoU) for the project was formally signed between Himachal Pradesh University and the Ministry of Minority Affairs at New Delhi on 2^nd April, 2026. The ceremony was attended by representatives from both sides, marking the beginning of a collaborative effort towards skill development and capacity building.

Detailed Job Role Specifications (as per National Qualification Register - NQR / NSQF)

Under the PM VIKAS Scheme, Himachal Pradesh University will offer training in three nationally recognized job roles aligned with the National Skills Qualifications Framework (NSQF). The details are as follows:

1. Solar Photovoltaic Site Survey Assistant

• Sector: Environmental Science / Green Energy
• NSQF Level: Level 3.5

• Award Type: Certificate
• Awarding / Certifying Agency: Skill Council for Green Jobs (SCGJ)
• Training Duration: 3 Months ~390 Hours (Minimum & Maximum)
  • Theory: 185 Hours
  • Practical: 145 Hours
  • Employability Skills: 30 Hours
  • On-the-Job Training (OJT): 30 Hours
• Eligibility Criteria:

• Brief Job Role Deion:

The trainee will acquire skills to conduct solar site surveys, assess feasibility for solar installations, measure rooftop/land parameters, and prepare site reports while ensuring compliance with safety and regulatory standards.

• Career Progression:
  Can progress to Solar PV Technician (Level 4)

2. Solar PV Module Manufacturing Technician

(Based on NSQF-aligned solar manufacturing roles under Skill Council for Green Jobs)

• Sector: Renewable Energy / Manufacturing
• NSQF Level: Typically Level 4
• Award Type: Certificate
• Awarding Agency: Skill Council for Green Jobs (SCGJ)
• Training Duration: 3 Months –420 Hours (as per NSQF solar technician roles)
  • Theory: 120 Hours
  • Practical: 120 Hours
  • Employability Skills: 60 Hours
  • On-the-Job Training (OJT): 120 Hours
• Eligibility Criteria:

  The trainee will be trained in manufacturing, assembly, testing, and quality control of solar PV modules, along with safety practices and basic electrical operations.

• Training Duration: 3.5 Months - 480 Hours

• 10+2 (preferably commerce background) or equivalent qualification
